Central and Eastern Europe have to liberalize their power sectors to meet the guideline set out in the EU Electricity Directive. But liberalization is making life more complicated for project financiers in the power sector who have grown used to lending against long term Power Purchase Agreements (PPAs). The year 2001 will be a critical year in establishing templates for the next wave of power sector financings.
